Hybrid seeds are actually the seeds exist in the world from the beginning of life and selected by human hand for desired purposes. Breeders, breed the superior foundation seeds for desired conditions of the market and obtain superior new breeds.

PRODUCT WITH CONSTANT STANDARTS for market and export are aimed.
When sowing second generation seeds of hybrid seeds, there may be a turnabout since hybridization is a natural process that may lead to a certain loss of yield and quality. Hybrid seed does not mean infertile seed. So, in order not to lose the features created purposively, it is suggested to renew the seeds every year. Hybrid seeds are not dangerous to human health.
Existing laws in Turkey concerning the seed do not allow production and sale of any GMO (Genetically Modified Organisms).
Up to now, no seed stocks recorded have GMO.
All analyses and controls concerning diseases, pests and GMO for seed stocks are carried at the customs, only those without problem are allowed to be imported.
All seed firms operating in our country are registered and their number is 643.
Due to capital conditions, 623 of them are domestic, 16 of them are foreign and 4 of them are partnership.
Those which have the research authorization and other research institutions are not only producing seeds but also breeding new breeds.
As known, according to the rules of World Trade Organization (WTO), it is not possible to prohibit trade from a country unless there is a technical obstacle.
In this context, seed trade is shaped by international commerce laws.
In our country, like in many sectors, seed sector is open for trade for foreign investors and within international trade context for seed trade.
In recent years, the difference between export and import is following narrowing trade for the good of our export. In 2013, 126 million dollars of seed trade was performed and coverage ratio of export to import rose to 65%.
In our country, superior seeds are used to increase the product quality of domestic use as well as production for export.
Therefore, seed sector should be considered with its contribution to agricultural export and domestic income.
For example, in 2013, 4.5 billion dollar of fresh fruit and vegetable export was performed in our country. Superior seed use has an important extent in reaching this export value
Seed Law numbered 5553 privileges farmers to produce seed only for their own use and not to be used in commercial terms over provisions of law.
Referring to this provision, there is no legal obstacle for farmers to produce and use their own seeds.
Also, Law Concerning Protecting Rights of Breeders of New Plant Varieties numbered 5042 allows small farmers which use protected new varieties to use their own products as seeds.
The spirit of Seed Growing Law is based on the premise that the seed plants offering service to our farmers should be the ones tested in respect of yield and quality by state or institutions authorized by state.
It is forbidden to sell local breeds without any control and without detection of accordance with the seed standards due to the possible victimization of farmers.
However, these breeds can be produced under the provisions of law and sold.
There is no prohibition of producing and using of these breeds by farmers themselves.
Law Concerning Protecting Rights of Breeders of New Plant Varieties numbered 5042 is a law only containing new varieties. For a variety to be new, it must be released to the market at most one year ago. Therefore, varieties exist in our country traditionally are not "new" and out of the scope of this law.
This law gives rights to breeder of a "new" breed or variety dependent of time and rewards them for their labor, capital and time. This approach is an approach adopted by all intellectual and industrial property regulations. On condition that realization of provisions of law, a variety under protection has no negative effect on registered local varieties.
